Objective :

The Institute of Senior Civil Servants’ Capabilities Development was aims at developing the Tunisian administration through the enhancement of senior civil servants’ skills.

Attributions :

The Institute of Senior Civil Servants’ Capabilities Development organizes activities aiming at enhancing capacities of senior civil servants in different fields in relation with leadership, prevision tools, human resources’ development and administrative innovation.

 Methodology:

    • Different programs and activities are set in an annual training session running over nine successive months between November and July.

    • Experts from both the public and the private sectors, as well as top managers and academics coming from Tunisia and from abroad will conduct the different training programs.

    • Training courses cover practical delivery tools based on interactive methods and on information and communication technologies.

    • The training session covers lectures, seminars, workshops and site-visits.

    • Participants also have to elaborate a session report in the area of specialization.

Training program :

Different activities are included in a training session covering on the one hand, a core module related to the administrative leadership and new approaches in public management and on the other hand, a specific module, for each session, in relation with subjects concerning issues related to the administrative innovation.

The core module includes in particular the following topics :

  • understanding administrative leadership

  • strategic leadership

  • attitudes and behaviours

  • administrative prospect

  • elaboration and evaluation of public programs

  • performance management

  • quality management

  • information system management

  • governance.

Programm of sessions:

    • First session (november 2007 - july 2008) : Administrative leadership and seting up entreprises
    • Second session (november 2008 - july 2009) : Administrative leadership and e-government
